How can I turn on the plugins?

I'm new here, and it's my first time to use the freenas system.

I follow this article to install the freenas 8.3 on the usb-disk(2g)

then I try to follow this article to install the Jail and plugins

but after I install the transmission PBI, I can't turn it on,

I don't know why , I try to change the newest freenas 8.3.1, it still doesn't work.

Who can help me ? or tell me how to find the error logs ?
