HGST Ultrastar 7K6 drives very... 'busy'

I was lucky enough to be gifted a pair of HGST Ultrastar 7K6 drives but my word... they are very noisy and busy.

They are contantly seeking around the disk, even in an empty pool with no data, click, click, click every few seconds. There are a few posts on reddit and similar about people who've had the same experience so I don't think it's a problem with the drives. Someone suggested it's the drive's self-management system constantly reallocating sectors for best read performance (though I don't understand what it would be doing on an empty disk).

Is that anything that can be done to 'calm it down' in terms of ATA commands etc? It's bad enough that I'm considering chucking $500 worth of disks in the trash!
