Question about EPC612D4U-8R uATX motherboard: Support 8 SATA3 by C612 and by 8 SAS3 LSI 3008

Will all of that pass through without the need for an HBA? Will I need to flash it into IT mode?
Does anyone have experience with the ip/kvm on that board? Is it decent?
How would that board be with something like an e5-2680v4 (14c/28t, 2.4-3.3ghz) and 128gb ddr4 2400 reg. ecc?

EDIT: PC Partpicker says that motherboard needs a bios update to run the e5-2680v4 cpu. Do I need to have a e5-26xxv3 cpu physically present to do the bios update or will the ip/kvm oob management allow me to update bios without a cpu in socket? Thx.
