Have a look at the hardware recommendations sticky:
https://forums.freenas.org/index.php?threads/hardware-recommendations-read-this-first.23069/

Though to be realistic a new server motherboard will cost more in the vicinity of at least $150 in the US. The cheapest way to get a system that will work well with freenas is typically purchasing a Dell T20 and adding RAM.

A server motherboard will typically have a c2xx chipset (not h81, h87, etc).

Although if you're not that interested in zfs or other freenas-specific features, you can look at openmediavault.

The Mi NAS 25 has 6 SATA ports, out of which 2 are from the Intel PCH, with 6Gbps while 4 are from a Marvell SOC. Additionally, it has a single 4GB slot, and has a Atom D2500 CPU. These are not suitable for FreeNAS, while it can do well as a pfSense box since it has a pair of Intel 82547 NICs onboard.

Disclaimer - we are running 3 of these boards as pfsense boxes!
