Although 9.1 has the ability to configure LDAP access there is no way to start it (8.3 had a slider, which is absent in the 9.1 'services page').
Manually starting it via /etc/rc.d/ix-ldap start fails because the srv_enable flag in the services_services table for srv_service = ''directoryservice' is 0 in my config database.

How should one enable LDAP in 9.1 via the GUI?

From the LDAP section of the PDF of the 9.1 Guide:

After configuring the LDAP service, start it in Services → Control Services → Directory Services.

Also note:

NOTE: at this time, only one directory service can be configured. That service must first be selected in the System → Settings → General → Directory Service drop-down menu. Once selected, a Directory Service entry will be added to Services → Control Services so that the service can be started, stopped, and configured.

Thanks for pointing that out dlavigne: I didn't expect the Directory service configuration to be in 3 different spots, but I can live with that ;-)

No problem.

I suspect that this will be simplified in a later release. At the moment, directory services are limited to one service (thus the need to select which one). A later release is supposed to augment functionality by allowing the configuration of multiple directory services.
