Critical Error: HTTPS certificate setup failed

On a fresh install of 12.0U5, I am intermittently (appears on 3 of 5 systems recently setup) getting a critical error as shown below. If I dismiss the error, it never goes away from the alert list but is just greyed out. I've found no wway, in searching the issue, to identify the root cause or correct. Any ideas would be appreciated.

Never found a solution & problem remains throughj latest 12. Doen't seem to hurt anything I do but still don't like it.
