I am trying to get a clean install of FreeNAS, adn each time I insert the usb drive it comes up with the previous volumes and setup.
I have formatted the usb drive and seletected new or clean install from the installtion drive, but when I start it up, I get the previous setup. How do I get a totally clean setup with no volumes or shares.

It will always come up with the previous volumes as your storage disks are separate from the OS. However, it will only come up with your config if you saved it and restored it.

Ok but there must be a way of doing a clean install and then adding the volumes afterwards. Actually it does do that when I install FreeNAS 9.10, but I don't get windows/cifs sharing with that so that bis why I want to do the same with 9.3

Back up your data that you want to keep (if any).
Once your new 9.3 version boots up, destroy your pool through the GUI.
Your data will go bye-bye however, so do a backup first (did I say that before).
One last thing, backup your data before you blow up your pool/volume:D
