Cannot remove .warden-template-pluginjail directory

Hello,
I have test plugin and jail and have some problem.
I have uninstalled all plugin and now I try to remove all directory in jails directory.

I have removed all but .warden-template-pluginjail directory not.
"rm -rf .warden-template-pluginjail" --> Operation not permitted

after
"chflags -R noschg .warden-template-pluginjail"
"rm -rf .warden-template-pluginjail" --> Device Busy

Why it is busy?
How to clean completelly jails directory?
