Application set user:group in iocage jail

I have permissions set in the iocage jails such that most application services use a group. Applications are able to add, remove and delete files, but since moving to iocage, don't have the ability to set permissions or change ownership of files. I have attempted to add one of the service accounts to the wheel group, but the application is still not able change permissions or owners.

Any ideas of how to get an account other than root to be able to change the owner:group and set permission levels in an iocage jail
