I built a system with FreeNAS 8.3 a long time ago. It went into storage and the usb drive went missing. I have reinstalled FreeNAS 8.3 on a new usb and it boots up just fine unless my hdds are connected. Lots of data on the old drives that I want to access.

What happens when the hard disks are connected? Do you see any error messages?
Since you say that it was in storage - make sure none of the cables got loose in transit.
