Unable to install plugin

Hello all,
I have a system that I use in my office that is behind a firewall that is using deep packet inspection.
I am able to get os updates after adding my cert to /usr/local/share/certs/ca-root-nss.crt
However, when I try to install or update a plugin, I am getting the error:
Error: HTTPSConnectionPool(host='download.freebsd.org', port=443): Max retries exceeded with url: /ftp/releases/amd64 (Caused by SSLError(SSLError("bad handshake: Error([('SSL routines', 'tls_process_server_certificate', 'certificate verify failed')])")))

I am fairly certain that this is because it is not using the same ssl store and therefore being blocked from connecting due to the firewall deep packet ssl not being used.
How can I install the cert so that this will work?
I can not use the built in UI because it requires a private key and for this cert, there is only the public key and thus I can not install it.
