stopped at kbd_enter+0x3b: movq $0,kbd_why

I just installed FreeNAS 11.1 and verified the sha256 checksum. FreeNAS installs fine but stops when booting and says "stopped at kbd_enter+0x3b: movq $0,kbd_why"

I have updated the BIOS to the 12/7/2017 release and I have disabled nearly everything in the BIOS that isn't needed to boot.

Pentium G4600 3.6GHz Dual Core
Corsair Vengeance LPX DDR4 2133 (2X8GB)
1 4TB WD Red Drive
OS Drive = SanDisk Ultra Fit CZ43 64GB USB 3.0 Low-Profile Flash Drive

I removed the hard drive and the system booted.
