I've read the FreeNAS documentation under the title 1.1. New Features in 11.1 it says that OpenVPN has been updated to version 2.4.3.
http://doc.freenas.org/11/intro.html#new-features-in-release

I've searched for more information about OpenVPN in the documentation, but it didn't return and useful results.
http://doc.freenas.org/11/search.html?q=openvpn&check_keywords=yes&area=default

Where in the FreeNAS is OpenVPN? How to access it? How can be configured? For what purpose it is present - for administering FreeNAS or for whole local network?

Any clarification would be helpful.

Thank you.

OpenVPN is installed on FreeNAS but not accessible via the web interface AFAIK. You'd have to set it up through the command line. Only when administering a remote FreeNAS server would you have much use for it, though I'd imagine some use it as a VPN client as well.
