New user credentials on fresh installation fails, 9.10.2

I've just installed 9.10, root login through web gui works. I created a test user, password 1234. Its a local user not in AD or Kerberos or anything like that. After logging out of root, logging in with the test user fails with "Username and password didn't match".
Its an old Dell with only 4 GB of ram, yes I know its not enough ram but its just a machine I had lying around that I wanted to play with. The memory tab under Reporting shows utilization isn't exceeding capacity. There are no drives installed yet, just the usb drive containing the OS.

I have done the following:
reboot
update
verify install
check Date and time
sacrifice a lamb

I'm pretty new to freenas so perhaps there's something obvious I'm missing. I've read through the documentation, would the sub-optimal amount of ram cause this type of issue?

The only user allowed to log-in to the UI is root. Users are for SMB, AFP, FTP, etc.

Does that include the web gui? I thought there was a general rule that you should disable root login in the web gui, which is why I made the other user.

Only root can log into the webui. You would be better off playing around with freenas in a vm instead of hardware. Less power hungry, less moving pieces and you could probably create a vm that actually meets the minimum specs.

hmm, ok tested it in a vm too, you're right. It just feels wrong to use root all the time. Thanks for clearing that up for me.

Your GUI should not be in the internet and if you want to get picky you can use firewalls and vlans to limit things more.
