Most of my jails fail to start

I'm running truenas core TrueNAS-12.0-U7

Since I enabled HW encoding with Plex I've been having remote playback issues. Finally I turn HW off and it seems to fix my issues.

I tried to restart plex today because I again was having playback issues. The Jail would not restart, stop even when I tried to --force stop through the CLI

I decided to just restart my entire server. after the reboot none of my iocage auto started. When I go to start any of my iocages I get the following error

Error: [EFAULT] + Starting services FAILED ERROR: [b''] Refusing to start <jailname>

I've search for the last 3 hours and I'm not finding an exact match for this error. I'm starting to think I may need to delete the iocage dataset and start fresh? ugh

Any help/advice would be greatly appreciated.

Note: As a test I chose 1 iocage and tried rollback to yesterday (root and default snapshots). This did not solve my issue.
