JAIL templates MIA, jail creation not working

This started with https://forums.freenas.org/index.php?threads/owncloud-pluging-update-7-0-2-to-8-0-2.28725/ trying to update Owncloud.

What came out in the wash is that none of my jail templates show up in the GUI except for the VirtualBox one added manual per Cyberjock's VBox cookbook See:

(as you can hopefully see Owncloud is working!)

Needless to say this prevents jail creation, plugin creation or plugin upgrades.

This is probably related to Bug # 9132 This was a 9.2 System upgraded otherwise successfully to 9.3 and has only been STABLE versions.

I have already tried an UpgradeInstall and a FreshInstall with config/DB restore, so I'm guessing this is something DB related? The DB is checking out clean with no errors.

Help? Anyone? Not being able to create new jails and or fix my FUBAR'ed transmission plugin is a major loss of functionality.

Nope. Still broken.
OwnCloud plugin jail is working and updating internally.
Transmission plugin jail is busted and can't create a new one to help fix the existing one. The jail itself is fine, the transmission plugin appeared to have been deleted as part of the upgrade and the the replacement never happened because of the template issue.

I haven't had the courage to try and install a second VBox jail to see if that's working as the only "visible" template.

I only have the above three jails plus another "General BSD" one.
