If I use IBM M1015 RAID cards, do I need to purchase the key so the they can do RAID 5 or 10 or does that not matter with FreeNas?

No, you do not need a RAID key. These cards must be flashed to IT mode for use with FreeNAS.

Has anyone tried to use this expansion card with a M1015 in IT mode on an IBM x3650 and has it worked?

The card takes two SAS connections and converts them into 4 that you can use all 16 drive bays on the X3650 without having to buy two raid cards.

That looks like a pretty standard SAS expander, and it would most likely work just fine--though as others have already said, you could just as well buy another HBA for that price.
