Simple answer... use a jail and only mount what you want the user to see.
That's what I'm trying to do, but don't know how.

Should I create a jail, set up users and install SSH server completely inside the jail?
OR
Is there a way to have (some) regular users (who exist in the base freenas) get dropped into a jail when they login?

Thanks for the answer. I'll do it all in the jail.

Wasn't sure if necrothreading was the done thing :)

With a thread less than six months old, it hardly qualifies as a necro. Over five years, on the other hand...
