You misunderstood what you read.

You shouldn't use more than 11/12 hard drives in a single VDEV. Your NAS can hold as many hard drives as you can physically connect and power. Just make sure your break down your VDEVs to be manageable.

would my best option be to to have 2 vdev of 8 hdd and 8 hdd. also im a bit confused about how mush usable storage i will be able to get out of it im looking for the most storage i could get. i dont need it to be super fast as i would be using it as a media server.

Are you sure freenas is what you need? This sounds like you need something else.

im not sure. i just want somthing that is reliable and can hold alot of data. i currently have 15tb worth of data on my pc. im looking into free nas because of its zfs file system.

Usable space for an 8 drive RAIDz1 Vdev of 6TB disks = 33TB or 30TiB (not recommended for this size disks)
Usable space for an 8 drive RAIDz2 Vdev of 6TB disks = 28TB or 25TiB
Usable space for an 8 drive RAIDz3 Vdev of 6TB disks = 23TB or 21TiB (more redundancy, less space obviously)
I think the RAIDz2 would give you the best usable space option,
with two Vdevs that totals 56TB of USABLE space (pool not over 80% full)

so a pretty good config would be 2 vdev of 8 drive RAIDz3 Vdev of 6TB disks = 23TB or 21TiB. that would give the best possiable redunacy (thats really the key for me im not looking for somthing that is going to be super fast just really good redundancy, as i would be mostly be using it for media files).

would the 2 vdev be a good config for raidz3. considering how large the hdd would be. would there be any forseable problems with this type of config?

This conflicts with what you said earlier about getting the most space you can.

With the disk capacity expanding and spindle speeds staying the same (saving power/reducing noise/reducing heat),
scrubs now take longer to perform. It's not really a *problem* though.

I would be comfortable with two 8 drive RAIDZ2 vdev's.

If you could fit 18 drives instead i'd go with 3 vdevs of 6 drives each using raidz2 :)
