I plan on replacing all the drives in my freenas box, currently running a pretty old 12x1tb totally unrecommended raidz1 setup.
I want to destroy the current pool and create a new pool made of 2 4x2tb raidz1 vdevs.
i do not need to keep any data(which consists of veeam backups).

But i am interested in not having to set up everything again (ftp accounts, iscsi targets etc). Does saving the config /restoring after pool rebuild work for my situation?

Since the OS and its config are separate from storage, you don't even have to restore the config. Never hurts to have a saved copy though.

not exactly. i rebuilt my pool with the new drives, and i noticed that after destroying the old pool my iscsi, nfs and ftp jails didn't work anymore, even if the newly created pool had the same name. so i tried importing the saved config, but it warned me about resetting all passwords to default, so i gave up on that, and simply recreated everything.

so basically i only saved a bit of time by not fully reinstalling freenas. i have a pretty simple setup, i only use iscsi and nfs and i have a few ftp accounts for backup, so it wasn't hard to recreate, but for people with more complicated setups with jails and plugins...might want to take your time and study what gets broken when destroying/recreating a pool.
