FN11.2 iocage bpf device

How do I make the bpf device available in FN11.2 jail for a DHCP server?

I have been running a DHCP server in iocage jail that was working fine in FN11.1 but not after upgrading to FN11.2.

Setting devfs_ruleset=5 worked on FN11.1 but this ruleset doesn't appear to work in FN11.2. Changing this to devfs_ruleset=7 appears to work though I'm not sure if this is the recommended method.

Furthermore after rebooting the host, even with this ruleset, the jail will fail to get the bpf device after booting unless I manually restart the jail.

The jail is configured with bpf=yes
