Hey all, looking to finish off my last few details.

I currently have:
6x Seagate BarraCuda Pro ST6000DM004 6TB 7200 RPM 256MB Cache SATA 6.0Gb/s 3.5" Hard Drives
Rosewill RSV-L4500 - Server Case 4U, 15 x Internal Bays (already replaced the all on fans with 4 pin Noctua fans)
AsRock Rack EP2C602-2L+/D16 motherboard (found the mobo and case combo and couldn't pass it up)
2x Noctua NH-L9x65, 65mm Premium Low-Profile CPU Cooler

My questions today are about the CPU and the RAM.

CPU as it is dual and I will never utilize most of its potential, I was hoping to stay fairly cheap maybe $75-100 per max. A friend sent me this excel sheet and it is amazing, thanks to whomever made it.

My thought process was to pretty much focus on the x5-2600 v2 series, (the 1600 v2 series were all 130W and more expensive). At least what I see, it looks like the most bang for the buck. So here are the CPUs I think are best, let me know what you think. I was also wondering if WATT usage is noticeable or doesnt really make a difference, since this would be on 24/7? Should I consider a 130W CPU in the long run it wont add that much cost to run through out the entire year?

RAMM
The board has 16 slots for RDIMM. I prefer to keep with 16G chips and not use that many slots. I see the zfs raid calculator says I will have between 30-32TB so I really only need 32G of RAMM, but I will probably end up with 64G maybe 96G if I really feel spendy.

Samsung 16GB PC3-14900 DDR3-1866 ECC Reg M393B2G70DB0-CMA ($35)

HP 16GB 2RX4 PC3-14900R-13 MEMORY KIT 708641-B21 (Certified Refurbished) ($32)

Has anyone heard of Hynix? is it real name brand or some china knock off? (never seen it in gaming world RAMM)

My questions today are about the CPU and the RAM.
Since you plan to populate both sockets in a dual socket board, there is no need to go with a high core count because you will be doubling it with the second CPU. You could use something like this (6 cores each) and still have 12 total cores. The passmark is 10388 each so plenty for transcoding and it is only $33 each.,.

Has anyone heard of Hynix?
They mainly sell to companies and Dell uses them often. I have seen a lot of that because we buy a lot of Dell workstations where I work.

I would go with this memory:
