file size limits?

Hi. I can run "limit filesize 2m" which works for that shell session but how would I make it permenanet for every user all the time?
Or can I have it just apply for only a certain part of a bash script I run? Basically trying to get around the limitations of wget not being able to limit files when it doesnt know the size of the file.

ZFS does not have that kind of functionality.
