Excel lock help

I have a file that is opened by user A, when user B tries to open up the file it gets the prompt user C has the file locked. I expect this prompt as the file is open but my issue is it does not report the correct user. If user A has it open i expect it to say user A not user C is this a known issue

I suspect user C is the owner of the share where the file lives, and where the hidden $ locking file is created during the edit session.
