Copy without following symbolic links?

I have a directory set on filesystem "A" that I want to copy to filesystem "B". "A" contains symbolic links to directories that are housed on filesystem "C". I want the copy command to RECREATE those links on "B" but not FOLLOW them. (Why would I, the content is already safe and sound over on "C"?)

I'm having trouble crafting the right cp command to accomplish this. Suggestions?

The real-world goal is to copy my Plex jail without copying the (symbolically linked) media.

Have you tried -PR ? From https://www.freebsd.org/cgi/man.cgi?query=cp it looks like that should do it.
