Issue I have is: getting it to sync my windows 7 desktop files to my TrueNAS server. I admit that I do not know what I am doing with "jails" and rslsync features- but I am willing to learn.

And what mechanism are you using?
A complete story please - otherwise this will be like pulling teeth

Standalone PC: Gigabyte Z87X-UD4H; Intel core i5-4670k; 16GB;
1-Crucial CT275M 275GB SDD (boot);
2-WDC WD4000FYYZ 4-TB HDD;
Generic TrueNAS 120.0-U8 ISO installed from thumb drive
1-"jail" with Nextcloud plugin.

My ISP is broadband cellular- so it uses Carrier Grade NAT- therefore I cannot get a static public IP address. I would like to incorporate my web site into my setup but I do not know if that is possible, or even necessary.

My goal:
I would like to get my 3 windows desktop PC's file synced to my TrueNAS (or would it be Nextcloud?) - but I am confused as to weather I should be using TrueNAS by itself, or the Nextcloud plugin. ?

LAN: UDM-PRO; Ubiquity 24-port switch and ZTE MF279 cellular ISP broadband modem

Also- Do I need to create a "user" for each person here in my house? NCADMIN is created automatically- do I need additional "users"? Filesystem administration etiquette I guess, and I may be looking into this too deeply.

You need to load the nextcloud client on all three PC's
Each user needs their own UserID on nextcloud
If its just you - then you should configure a non-sdmin user for nextcloud and use that

Test this internally. I am assuming you have set up the certificate properly

For external access - setup DDNS so that (for example) nextcloud.ericg75.com points to your external address
Forward ports 80 & 443 on the router to the nextcloud IP address and it shoud just work.

Note that nextcloud.ericg75.com ideally when resolved internal would point to the internal address of nextcloud whilst doing that externally shoulsd resolve the external address

Okay on the user id's...
I am sorry- but I am not following you on the "test this internally" part- I do not know what I am doing when it comes to (I guess you mean SSL) certificate. I have read about openSSL, and Let'sEncrypt; but I have not been able to put them all together.
As for external access, this is where I have run into difficulties before- I have not been able to get the necessary network, port forwarding and DNS issues to come together for me.
I do have a web site I can use for this (www.N8AAY.US) It is hosted at Dotster. I have access to that control panel.
I do have access to my UDM-PRO router too.
Do you have any recommendations? I thank you-
