Cannot Install Plugins, Cannot Create Jails, New Installs 9.2/9.3 Neither Work

So, I have a friend that told me all about all the awesome things that you can do with plugins on FreeNAS which got me convinced to actually upgrade my current FreeNAS system to accommodate. I have been running it for a while version 8.x then 9.1 and finally 9.2. However, regardless of what version I install and run I cannot, create jails, install plugins regardless of doing uploads or downloading though the plugins menu.

I have tried everything I could find in searches but nothing seems to get it and none of the issues are quite like mine. These are all on FRESH installs and not importing previous configurations. Only thing imported is the ZFS drives. Everything else seems to work just fine, I can import the ZFS, setup CIFS and access with 0 issues.

System Specs:
8 GB SanDisk USB for FreeNAS
Intel Xeon 1220V2
AsRock Z75PRO3
24GB of DDR3
3x 640 GB WD HD Blue in ZFS
2x 500 GB Seagate 7200.11 in RAID0
1x 3TB Toshiba as Backup

This is all installed on 9.3 STABLE as of today's release 5/10/15

There are 2 major issues that I can find.

#1 (Most Currently) When I try to do a plug-in install the download initiates, gets to 99% and just hangs. IF and this is a BIG IF, it happens to make it past that, then it gets to "Creating Template" which then also hangs at 99% and does not get past that.

#2 This is kind of a weird one, but if I try to do an install of one plugin and it hangs too long I close it and try another. The GUI then opens the prompt, I click Install and it goes right into trying to create the template without any downloading etc. So it's like it's trying to pickup where I stopped the other install.

Jails have the same effect, Try to create it, it counts up while creating gets to the last 1% and hangs.

Also these issues seem to happen regardless of where I create the Jail. The 2x 500s is currently what I am using as they are wiped and cleared, I can destroy and rebuild if necessary. The 3x 640s ZFS have a lot of data on them so would like to not have to do anything with that, and the 3TB has a copy of the 3x 640 ZFS data just in case.

Any help would be massively appreciated, I can run whatever commands you would like to see. I don't know a ton of linux but have enough to kinda get around so any commands please try to be verbatim as much as possible.

Sure DIDN'T ... I tried SO many different things, Removed RAM, Tested RAM, Differnet Flash Drives. I tried it all. The ONLY thing I could figure is maybe something with my hardware. So, in the end what I ended up doing was I installed ESXI 6, Installed FREENAS 9.3 and A Win 7 Box.

So the FreeNAS actually works fine as far as Setting up and doing File Serving, ZFS, rysnc for backup etc. But as my problem stated no plugins, No Jails etc. So That is all it gets used for (ZFS and Rsync Backups). The Win7 Got all the other software I wanted to do plugins for, SabNZB, Sickbeard etc and I have them running as services to the shared drive off the FreeNAS and everything is great now..... not quite how I wanted to do it but it seems to work pretty flawlessly. Pretty disappointed about the whole thing, but then again I may be running un-tested hardware etc. So just working with what I got.

I know there are some outstanding bugs on jails/plugins, so you may be getting bit by one of those. Weird that it doesn't work on either 9.2 or 9.3 though. Only thing I can think of is some weird network setting is messing it up.
