Is it possible to run a SMART test at 4:15AM, 4:30AM, 4:45AM? Having everything run on the hour creates an unnecessary bottleneck that I would like to avoid if possible.
Sorry, I got confused, I though the smart tests were under the CRON tasks setting... my mistake, I checked back and there is a minutes entry for Cron but doesn't seem to be one under SMART. I've got an 8 drive pool, and I would like to run them off at 15 minute intervals so that I only have one going at a time, and I can get though all my drives in under 3 hours.
In what way do you think it does this? The answer to your question is no; smartd doesn't allow it (and it's smartd that does the SMART test scheduling, not cron), but have you observed any performance or other problems while SMART tests are running?

I am operating on the assumption that a SMART test is going to keep the disk very busy and severely restrict performance? Am I wrong here? With a RAID-Z2, if I am just reading, the data will be available on 2 other disks that aren't busy if I do one disk at a time.
AFAIK, yes. Admittedly, mine are scheduled for late at night, but the long tests would take several hours (certainly into the next day), and I've never seen any performance degradation while they're running.
