What does the basejail parameter signify in the jail parameters?

Additionally, I have 2 plugins and a jail, each with an associated static IP.
My router is able to see the active IPs of the two plugins but not the jail.
The only notable differences I saw in the jail/plugin parameters were that
the basejail and allow_raw_sockets parameters were off for the jail.
Would one (or both) of the two allow the jail to advertise itself?
[Resolution: The Google Wifi router is only able to see active devices.
By running the ping www.google.com command,
the device will actively transmit for a long enough duration that
the Google Wifi device sees it.]
