Whenever fiules are uploaded via nextcloud they are created with this permission:
-rwx------+ 1 www wheel
I was wondering if there is a way for these files to be viewable by other users (whether its changing the permissions uploaded files are created with or allowing another user access to see the files that are owned by www).

I find that odd. Typically they should be created with www:www. When you say "viewable" you mean outside of NC or from within the other users' NC?

I mean outside of NC, I can access them just fine from within NC but I want to be able to access them from another Unix user (so that it can be viewable in my SMB share)

I have tried that in the past and have also been successful with that in previous versions but since TrueNAS does not allow root anymore as a login for SMB, it all became much more complicated. My last attempts when migrating to a new NC server failed, even when adding other users to the SMB share to the point that i messed up my /data access rights through Windows which is were i gave up. What did work for me is accessing the folders via FTP. Maybe not exactly what you want for your purpose, but it worked great for me when copying the content of /data to my new install.

For my use case FTP is a bit clunky, I might just try and set up a job to update permissions if another fix can't be found but the use case is for a publicly available file drop that is then consumed by SMB users.
