9.3 Plex installed but cannot access its GUI.

i set it up the way i did it in 9.1.x & 9.2.x but this time everything was set up but when i want to go to the Plex GUI it doesn't display (This webpage is not available) it never gave me this before i upgraded to 9.3 so any suggestions.

Anything related in the /var/log/messages of either freenas or the plex jail?
