Just a note - hopefully to searchers but possibly only to myself.
Background: OS crashed, couldn't find configs listed via WINSCP under /var/db/...
Solution: Fresh install, working through setup.... imported datapool which held the config backups... reached system dataset settings (system/system dataset) and moved back to datapool1 in my case... and whala... now winscp has the old daily config backups to choose from / download to PC / restore via Truenas GUI.
In some other blog post it said system dataset was moved to the storage/datapool automatically so i had given up hope of finding the config backups until I got to this setting. Maybe it automatically moves later on, or after reboot?
