Change umask to ther user in Jail

I would like to set a different umask in a jail, to another user (not root)! I tried /etc/.login.conf *running
cap_mkdb /etc/login.conf after) but with no success!

Any one done this?

No, several attempts and tests, and nothing seem to work!
