2 "Only Allow Guest Access" options. No "Allow Guest Access" option

My settings for a windows share has 2 "Only Allow Guest Access" options. There is no "Allow Guest Access" option.

Thank you. I looked in to the HTML and could see the top option applied the NOT-ONLY setting i was looking for.
