X557 10GBE not saturating full 1GBE connection

For some reason, the onboard X552/X557-AT NICs are not saturating the full 1 gigabit connection. On average getting ~58.5 MB/s where-as using the on-board gigabit NIC (Intel i350) saturates the full connection getting ~115 MB/s.

Testing with Windows 10 64-bit on the same machine, saturates the full connection while using either of the 10GBE NICs.

Any idea what the problem might be?
