What Should I Buy to Fix CPU Overheating issue?

I finished a server build recently with 2x Intel Xeon E5-2670 v2 CPUs in a 4u chassis. Both CPUs were using Supermicro Passive Heatsinks, which I realized is a mistake now.

I have saved up a small budget ($200 max) to fix the overheating issue.

I have 7 fans installed in the case now, however, they are all low RPM fans. I am wondering which would be a better choice:

1: Use 2x Noctua NH-D9DX i4 CPU coolers ($140) https://www.amazon.com/Noctua-NH-U9DX-Premium-Cooler-LGA20xx/dp/B00E1JGFA0
and
2x Noctua NF-A8 PWM fans for rear exhaust: https://www.amazon.com/Noctua-Bearing-Premium-NF-A8-PWM/dp/B00VG9PJBO ($22)

Total: $162

OR

2: Use 5x Noctua F12 3000 PWM Industrial Fans https://www.amazon.com/Noctua-NF-F12-iPPC-3000-PWM/dp/B00KFCRATC ($130)
and
2x Noctua NF-A8 PWM fans for rear exhaust: https://www.amazon.com/Noctua-Bearing-Premium-NF-A8-PWM/dp/B00VG9PJBO ($22)
and rely on the airflow to cool the passive heatsinks.

Total: $152

Which solution would be a better price to performance?

I am also open to suggestions. Thanks for the help.

Option 1.

As I mentioned in the previous thread (which I can't find, thanks to the forum caching issues) you desperately need direct active cooling on your CPUs, so the pair of Noctuas is the answer here. Even with higher RPM/static pressure fans I don't think you'll have sufficiently directed airflow over the short 2U passive heatsinks without a shroud.
