Hello Emby users, we're getting visitors over in the Plex thread, so I figured I'll put a placeholder here.

Hardware acceleration with FreeBSD and Emby is currently not working. Since it doesn't work in FreeBSD, it certainly won't work in FreeNAS.

The emby discussion thread is at https://emby.media/community/index.php?/topic/70699-enable-hardware-acceleration-on-freebsd/page-3 . Their status as of March 19th 2020 is:
"We're looking to hire someone from the FreeBSD community who can help us with this."

TrueNAS SCALE 21.08, out in two weeks or so, is your best bet to try this out. It’s based on Linux and Emby has hw transcode on Linux.

Sort of. Emby in your own jail in CORE is a thing forever. Emby plugin stays supported until 2025. Hw acceleration for BSD is up to each project but don’t hold your breath - it’s a large engineering effort for a very small user base. Expect it won’t be created.
