Upgrading from N36L

My microserver has served me so well over the years I cannot complain...
But 4x2Tb drives in RZ1 means I am at my limit.

I'm looking at putting together a non-loud, power conservative, 8 bay system that's capable of 64gb of ram.
It's for media and home office so performance isn't crucial.

But I would like to have a reasonable CPU so I can spin up a VM if I wish to for some testing...

My plan is to use 4 bays to start with. Probably I will get large drives and use RaidZ2. That leaves 4 bays for a second vDev later...
I have access to LSI dual channel SAS controllers and I have the appropriate cables to run these as SATA. Not had a chance to test if the LSI controller does SMART for the disks but I expect it will..

But my main questions would be:
- CPU and MB combination that uses little power at idle.
- Quiet cooling options for CPU and drives.
- Case that might fit (currently looking at SilverStone DS380
- Hard drive best bang for buck,.. Perhaps Seagate 10tb Nas drives or the equivilent WD Reds?

I know this is a common question, but I'm particularly interested in the power/quiet side of things which I see asked here less...
