Supported, but not recommended?

Outside of TrueNAS Core, I can only find the recommendation to upgrade the host OS (FreeBSD) before upgrading a jail; regardless of Major or Minor version upgrades to the jail.

FreeBSD Docs said:
To upgrade the jail to a new major or minor version, first upgrade the host system as described in “Performing Major and Minor Version Upgrades”. Once the host has been upgraded and rebooted, the jail can then be upgraded.
(Emphasis mine.)

Why would the official documentation instruct you to first upgrade the host system before upgrading the jails (regardless of Major or Minor version iteration)?

TrueNAS 13 is not at FreeBSD 13.0, 13.1 or some other specific release. It follows the releng/13 branch which means "any 13.x at some point in time". No kernel ABI changes are taking place during the development of the releng/13 branch.

Now 14.x jails are of course expected to be incompatible due to kernel ABI changes.

See section 25.5.2 "Using FreeBSD-STABLE":

I've been a little lazy and hadn't updated since U3, but updated from there to U5 over the weekend without any issues. Thanks as ever for your great work!

Sucesfully updated; will remove the vfs.zfs.arc.meta_prune = 0 sysctl and report back any unusual ARC behaviour.
From a first observation it appears to maintain around 1GB of free ARC.

@GeorgePatches
U5.1 Release notes are being published. Two bug fixes:
This is a hotpatch release to fix an NVDIMM alerting issue found with certain TrueNAS Enterprise platforms and a fix for crashes related to the recycle bin in SMB home shares.
* [NAS-122242](https://ixsystems.atlassian.net/browse/NAS-122242) NVDIMM Alert has typo for vendor: c180 device: 4e38 for firmware check
* [NAS-122250](https://ixsystems.atlassian.net/browse/NAS-122250) Crash in SMB recycle bin

Can confirm this after a few months of observation.
