TrueNAS 12.0 U1.1 - Web Interface not accessible after restart

rtl0 should actually be re0 for your NIC per FreeNAS 11.3 supported ethernet interfaces here.
My Realtek RTL8111H adapter is listed in there, so I assume all is okay but after doing some digging, following on from @Newfoundland.Republic it does look like there are quite a few other people that have experienced some networking issues.

I have changed the Jail's network settings as you have suggested and attached the Network Summary - the default route is to my router with the nameserver routed to my pi-hole.

@Ragetti I think vnet is actually one of the issue.
I would still like to verify your system can reboot and see if you can access the web interface. You can edit the jail so that it doesn't use "Autostart". From there, rebooting will or should give you an indication whether this work or not.
If it does work, then you can start exploring vnet.
On my end, I don't have "Berkeley Packet Filter" enabled.

I tried another reboot and received the following Alert:
WARNING
The Web interface could not bind to 10.0.1.15. Using 0.0.0.0 instead.

In General Settings the Web Interface settings should be 0.0.0.0 so the HTTP server binds to any address.

You need to deselect Binding.
