The card is recognized now! My firmware was actually too high for the bundled driver. I had fw 1.24.17.0 but 1.19.1.0 was required. I've set
Code:
hw.cxgbe.fw_install="2"

to allow the driver to downgrade. Now the card appears in ifconfig. Thanks a lot Samuel, you saved my sanity!

That Chelsio card has been supported in FreeNAS for a long time. I am using a T580 now, but I used a T520 under 11.1 and it worked fine. It may be an issue with the card, the slot in the main board, or slot compatibility issues in the main board.
Which dual 10g cards support pcie 4.0 in truenas core so we don't have to use an 8x slot?

Probably none, since 10GbE is long in the tooth and not the focus of new development. That said, 20 Gb/s is less than three PCIe 3.0 lanes's worth. Plenty of 10GbE NICs out there are PCIe 3.0.

Most of the dual nics I see on Amazon or ebay say pcie 3.0 x8. Example is the chelsio t520 being discussed here.

Yes, that was very popular to still allow for PCIe 2.0 systems to not be bottlenecked upstream. Not much keeping you from running them with just four 3.0 lanes, though.
