The console only supports US keyboards. Even those of us in the UK have difficulty when the @ " \ # are on different keys to US keyboards. In other countries, they don't even have a QWERTY keyboard layout (e.g. Germany).
It should be possible to store the desired keyboard layout for console use so that it survives reboots.
