For my first foray into ZFS I built an OpenSolaris box 5 or 6 years ago. I used a 4U rosewill case that looks the exact same as that one but with internal drives rather than hotswap. The quality seemed good to me. Very stout construction and the fans were pretty loud, but everything bolted together cleanly and there was plenty of room to maneuver. I still use the machine when I visit my parents place and it fires up cleanly every time despite the fact that I haven't touched the hardware or software in 4 years. That's not due to anything special in the case design though.

That said, I can't comment on the backplane and I suspect that's probably where the "quality" of a hotswap case would be most evident.
