Sudden drop in resilvering speed

Hardware: Supermicro X10SL7-F, E3-1220, 32GB RAM

I have a 8 x 4TB RAIDZ2 pool. I'm in the process of replacing the drives with 6TB drives.

I have connected the new drive (I'm only doing one at a time) to a spare SATA port on the motherboard, and replace the old drive with the new drive in the GUI.

The resilvering process starts. So far, so good.

Then, suddenly, it slows down, and it stays slow for the rest of the resilver.

I have done this twice now, and it happened both times.

The second time, I rebooted the system after the resilver had been slow for a few hours, just to see what happened.

Result: The resilver is running at full speed again.

This graph shows the start of the resilver, and the point where the speed suddenly slows down.

This shows the resilvering picking up speed after a reboot.

The speeds slows down gradually after that, but that makes sense to me.

My question is: Why the sudden drop in resilvering speed?
