SSH "kex protocol" error on clean 9.10 install

I just clean installed 9.10.2-U1 and loaded the config file from my previous 9.3 install and am having trouble SSHing to the FreeNAS host. I get the following error.

sshd[9578]: error: kex protocol error: type 30 seq 1 [preauth]

Any suggestion on how to resolve this?
