Something changes the fan speeds

Hey, I have the stupid problem that somehow my freenas (or jails) changes the fan speeds on my freenas box. I have the bios set to always full on. When the box is mostly idle, this is what it stays at. When i make it convert a video file and its been busy for a while the fan speeds slow down to about 75% and when its done with the video file, it slows down to 50% something. When i reboot, it goes back to 100%

I have the following running that might change the fan speeds:
Freenas itself (FreeNAS-9.10-STABLE-201606072003 (696eba7))
MineOS (mineos-9.3.5-amd64)
FreeBSD (FreeBSD 10.3)
Virtualbox (VirtualBox 4.3.12)
|-VM Ubuntu Desktop (Ubuntu 16.04 LTS)
|-VM Ubuntu Server (ubuntu 16.04 LTS)

Any help would be nice. the cpu doesnt get to hot but the 12 discs do and thats why i want the fans to be full on.

For the sake of getting timely help, it would be great to get a complete run down of your HARDWARE.
Motherboard make, model, current BIOS version, IPMI/BMC version, etc.
How many fans?
Are the fans PWM?
The software (in MOST cases) does not have the ability to override the BIOS/BMC, so having the
hardware info, should bring more, and better quality (responses) from the community. Thanks!

I have the following motherboard-cpu combo: Intel(R) Atom(TM) CPU C2750 @ 2.41GHz
IPMI:
Firmware Revision: 0.23.0
Firmware Build Time: Nov 19 2014 16:16:53 CST
BIOS
Firmware Revision: 2.16.1243
Firmware Build Time: 2013

and yes the fans are pwm and there are 3
