some of our clients are not syncing

I setup several machines as client (mix of android, windows etc) and setup home-run truenas core + nextcloud. On Windows machine, I just can not get the file sync/download. That is, if I uploaded bunch of files on another machine, i see they are uploaded to server but not synching to other machine. I checked everything settings, everything looks to set up correctly. That is, on the client machine where newly uploaded files are not syncing/downloading to, i see every folder is checked for sync but any folders (and files in that folders) created on the root of server is just not downloading/sync-ing. Any idea?
