Yes, pending bad sectors is a sign of disk failure.

In my experience : No. One pending sector is not the end of the world. It will probably be over-written ok.
Just keep an eye on it and if the number starts rising then replace it.

Sometimes this is true, yes. We'll need to see the output from smartctl to investigate further. But it's not a good sign, and the OP would be well advised to have a tested spare on-hand in the event this disk fails.
