Slow Internet

Hello, looking for some advice as I'm not too familiar with internet transfer speeds.
I have two TrueNAS servers and use one that's offsite to back up.
I have tried various protocols FTP/SFTP, WebDAV, and Rsync and all cap at around 2.5MB/s
Tried this on both machines and same results. Ran speed tests on both locations, as well as iperf between the two servers which comes in around 18 MB/s.
Is this normal or am I missing something ??

1. no hardware is listed, so no idea. if you are running a potato, yes, that's completely normal.
   
2. we have no idea what the ISP speeds are for either site, so no idea.
   
3. if iperf says you have 18MB/s, you pretty much have 18MB/s effective speeds. without the above info at a min? no idea.
