SCALE first boot setup tries to update without starting network

I have created a boot USB stick for SCAN 12.2.1 and installed it internally in my microserver gen8. It boots successfully and reports that it finds all the disks and that it saved the random seed. Then it tries to run TrueNAS Update but it doesn't seem to have established a network connection yet. I run my own DHCP server and I can verify that it has not requested an address and that it is not using any unidentified address. The update ran for 35 minutes before I used Ctrl-Alt-Del to reboot. On the second attempt, it has now run 25 minutes in the same situation. Without a network connection, I can't check what's happening. Any ideas?

Amazingly, the update claims to have finished after another 15 minutes, still without getting an IP address. I had looked around for some guidance on how long to expect to wait but never found anything. Maybe a warning to new users would help...
Please consider this issue resolved.
